
The Center for the Opening and Development of Latin America (CADAL, from its Spanish initials) is a private, non-profit, non-partisan NGO. Its main offices are in Buenos Aires, Argentina, with an additional office in Montevideo, Uruguay. Since its foundation in 2003 CADAL, has simultaneously promoted political democracies and free markets.
CADAL's mission includes the international promotion of human rights, the strengthening of democracy and the rule of law and the implementation of public policies fostering economic, social, and institutional progress. To pursue those objectives, it is involved in a series of activities, which include analysis, research, and advocacy; promotion of rights and diffusion of ideas; consultancy and advice, and professional training. Its three main areas of work are Democratic Governance, Economics and Institutions/Freedom of the Press, and International Promotion of Human Rights.
